Dr. Alain Sham, BBS

Dr. Sham has been a Crown Counsel and Public Prosecutor of the then Attorney General’s Chambers (1986-1997) and the Department of Justice, HKSAR (1997- 2016) for 30 years. He retired as the Deputy Director of Public Prosecutions and Principal Government Counsel in 2016 and entered into private practice in 2018.

Dr Sham has been appointed as Visiting Professor at National Academy of Procurators (1999- 2017) and Professor at the Research Institute of Procuratorial Theory (2017- 2019) of the Supreme People’s Procuratorate, China (1999- 2017), Visiting Professor at the China Renmin University of China, Beijing Normal University, Beijing Foreign Studies University Law School, Shandong University, Chongqing University, Shanghai University of Finance and Economics and Xiamen University, Adjunct Professor at the Graduate School of Tsinghua University, China University of Political Science and Law, Jilin University Law School, Liaoning University Law School, Wuhan University, Zhongnan University of Economics and Law, Zhejiang University Guanghua Law School, Fuzhou University, Hunan University, Huaqiao (Overseas Chinese) University, Southwest University of Politics and Law, Southwest University of Science and Technology, Sichuan Normal University, University of Hong Kong and Fellow of Society for Advanced Legal Studies (SALS), England.

Dr Sham has been appointed Consultant Editor of the Journal of Financial Crime, England and Member of the International Consultancy Commission of Fudan University Law School in Shanghai. He is also Contributory Editor of “Archbold Hong Kong: Criminal Law, Pleadings, Evidence and Practice” (2013-2016, 2019- 2025).

Dr Sham has been a member of the Anti-Corruption Expert Panel of the International Association of Prosecutors (IAP) (2000), Special Expert Consultant to the Royal Kingdom of Bhutan on National Anti-Corruption Strategy Framework (NACSF) in 2009 and Special Expert Adviser on National Anti-Corruption Strategy of the Republic of Kazakhstan in 2014.
