PROFILE

Margaret Chan is an experienced barrister with over a decade of practice in civil and criminal litigation across Hong Kong. Her work reflects a steadfast commitment to justice, legal integrity, and equal access to representation.

She currently serves as a Fiat Prosecutor appointed by the Department of Justice, regularly conducting criminal trials in Juvenile and Magistrate Courts. Alongside her prosecutorial duties, Margaret provides defense representation under the Hong Kong Duty Lawyer Scheme, advocating for unrepresented defendants throughout the legal process — including trials, bail applications, and mitigation.

Margaret’s human rights practice focuses on cases under the Convention Against Torture (CAT) & Non-Refoulement Scheme, defending individuals facing persecution or inhumane treatment. She also contributes to the HK Legal Advice Scheme, offering pro bono services to underserved communities.

In addition to her advocacy work, Margaret is a part-time lecturer at HKU SPACE, where she teaches Civil Procedure I & II. Her involvement in legal education reflects a dedication to fostering professional excellence and empowering future practitioners in law.
